MPA Paper on the path to Historic Preservation in the Borough of Chester Heights

The Borough of Chester Heights possesses a rich history reflected in its historic homes and landscapes. However, without adequate preservation policies recent growth jeopardizes these assets. This paper examines municipal-level actions to better protect historic resources. It recommends implementing a historic preservation ordinance which establishes a Historical Commission and provides minimum regulatory protections while respecting property rights.

The Case for Educational Impact Fees in PA

This policy brief proposes a forward-thinking solution to one of Pennsylvania’s most pressing challenges: how to fund school infrastructure in rapidly growing communities without overburdening existing taxpayers. Grounded in equity, fiscal responsibility, and proven national models, the brief outlines a legislative pathway to authorize educational impact fees through a modernization of the Municipalities Planning Code. As both a council president and MPA candidate, I authored this proposal to advocate for sustainable, locally controlled growth—where development pays for its impact, and public education is protected for future generations.

It reflects my approach to governance—strategic, equity-focused, and rooted in real-world solutions that strengthen institutional performance and community trust.
